SUMMARY:

Direct/Manage the Distribution Network staff and functions to deliver quality electricity service to customers, ensuring that the network/system is operating efficiently with minimum outages, and minimum technical and commercial losses.

 

I. KEY DUTIES  (job tasks required to do as part of normal duties)
     
  1.       Manage, control, operate, and maintain all electrical facilities and equipment related to power distribution in both Majuro and the outer islands.  
  2.       Provide leadership and direct Distribution Network activities to ensure that the department functions effectively and efficiently, and implement policies, guide, and monitor department’s compliance with all legal, regulatory, environmental, and safety requirements. A detailed list of the department’s functions is provided in the Distribution Network’s organizational structure.

3.       Responsible for reducing technical and commercial losses in the distribution network to the target levels indicated in the MEC Business Plan.

4.       Responsible and accountable for energy balance of every kWh delivered to feeders and what is delivered to and recorded by customers’ meters,

5.       Assist various departments/divisions and sister utilities with network related services.

 
  6.       Develop and implement effective training and development programs for the department’s employees in all phases of operations and maintenance and provide for the objective evaluation of their performance on a timely basis.  
  7.       Further develop and maintain the maintenance procedures including records and logs for all operations related to the distribution system components based on the manufacturer’s recommendations.  
  8.       Oversee and manage power outages and shutdowns for system maintenance to minimize impact to customers.  
  9.       Report outages and distribution faults to management and maintain equipment operation and maintenance logs/records and implement KPIs data gathering and reporting.  
  10.   Ensure the timely procurement of inventory items as well as special items for system operation, protection, and expansion, improving system reliability and safety.  
  11.   Manage the administrative staff for addressing administration issues timely, such as employee timekeeping and leave, procurement, employee performance, and equipment/system maintenance records, customer service work orders, training and daily work task scheduling etc. as required.  
  12.   Oversee, coordinate, and monitor, contractors’ activities, and donor’s consultants relative to operational policy and procedures as well as training programs, practical improvements, system upgrades and RE system integration.  
  13.   Ensure that employees understand their personal contribution to the organizational objectives and the value that distribution network department delivers.

14.   Develop and implement an annual action plan and a budget for the Distribution Network Department, in line with the company’s business plan and department action plan. Manage and control department’s expenditures within the approved budget.

15.   Provide regular reports to the CEO on the performance of the department against the Action Plan and KPIs and ensure that all goals and KPI targets are achieved.

16.   Participate in the recruitment of distribution network staff, identify and select the best candidates, inspire, motivate, and empower staff to function as a team.

17.    Assure that employees adhere to safety and security rules and regulations, and that they are effectively trained in routine and emergency procedures.

18.    Oversee the implementation of a tree trimming program to eliminate outages due to trees.

19.    Perform other related duties as assigned.

 

 
II. KEY RELATIONSHIPS 
  1.       Reports to the CEO

2.       Coordinates and obtains support from the Director of System Planning and Engineering on all technical matters.

3.       Coordinates and works closely with all departments and Fuel Division.

 

 
III. QUALIFICATION REQUIREMENTS
  EDUCATION: Bachelor’s degree from a four-year college or university, or equivalent experience, is required.

 

EXPERIENCE: Ten years of professional work experience, including management/supervisory responsibilities, technical and practical experience relative to electrical and electronic engineering fields in   distribution, SCADA and renewable energy integration systems is required.
