Majuro, Marshall Islands – The Marshalls Energy Company (MEC) announces the award of a contract for Project Management Services to Global Factor Consulting & Technical Advisory Services, S.L.U., a Spain-based consulting firm, for the Renewable Energy Generation and Access INcrease Project (REGAIN).
The contract, valued at USD 1,846,694.44 (inclusive of all applicable taxes), has an initial term of 24 months with the possibility of extension through the project closing date of September 30, 2030. Global Factor was selected through the Consultant Qualification Selection (CQS) method following a competitive Expression of Interest process.

Their expertise in managing energy infrastructure projects in small island developing states will be critical to delivering clean, reliable power to the communities we serve on time and within budget.”
About REGAIN: The REGAIN Project (P181250) is funded by the World Bank through Grant No. E331-MH. The project aims to increase renewable energy generation capacity and improve energy access across multiple islands in the Marshall Islands, including Majuro, Ebeye, and outer island communities such as Jaluit, Wotje, Arno and Kili. Project components include solar PV installations, battery energy storage systems (BESS), and distribution infrastructure upgrades.
Scope of Services: Under this contract, Global Factor will provide comprehensive project management support including strategic oversight and coordination, procurement and contract administration, financial management, environmental and social safeguards compliance, stakeholder coordination, and capacity building for MEC and local counterparts.
