SUMMARY

To Direct/Manage the Petroleum Department functions with people, facilities, procurement, shipping, storage, and delivery of approved petroleum products to all MEC power plants, and for wholesale and retail distribution to selected customers.

Works closely with Finance, SP&E, diesel power plants, and Corporate Services.

Reports directly to the CEO.

KEY DUTIES and RESPONSIBILITIES

  1. Provide leadership and direct Petroleum Division (PD) activities to ensure that the department functions effectively and efficiently, and guide and monitor department’s compliance with all business controls, legal, regulatory, environmental, and safety requirements. A detail list of the PD functions is provided in the Petroleum Division’s organizational structure.
  2. Provide leadership and technical direction for PD’s activities, including petroleum asset operability, forecasting and supply chain management, fuel, LPG and lubricant supply contracts, shipping and logistics, tank farm, and portable gas stations.
  3. Constantly monitor regional market prices for petroleum products to ensure that MEC purchases them at fair market value.
  4. Effectively negotiate and manage contracts for shipping petroleum products to MEC receipt points.
  5. Oversee the development of annual operation and maintenance plans for all PD related sites and vessels to achieve the MEC’s goals and KPI’s.
  6. Responsible for reducing consumption of electricity and petroleum products in the PD’s facilities to the target levels indicated in the MEC Business Plan.
  7. Ensure fuel and lubricant receipts and deliveries are measured accurately, and the reports related for delivery and sales are accurate.
  8. Ensure that fuel and lubricant quality meets all power plants’ and other cliental base required machinery and environmental specifications.
  9. Monitor fuel balance across the PD operations to ensure losses are kept to a minimum, meeting KPIs targets.
  10. Develop and implement effective training and development programs for the department’s employees and provide for the objective evaluation of their performance on a timely basis.
  11. Develop and implement department’s KPIs data gathering and reporting.
  12. Manage the staff and address administrative issues timely, such as employee timekeeping and leave, employee performance, maintenance of department’s records, and daily work task scheduling/assignments etc., as required.
  13. Ensure that employees understand their personal contribution to the organizational objectives and the value that PD delivers.
  14. Develop and implement an annual action plan and a capex and opex budget for PD, in line with the company’s business plan and PD’s action plan. Manage and control PD’s expenditures within the approved budget.
  15. Provide regular reports to the CEO on the performance of the PD against the Action Plan and KPIs and ensure that all goals and KPI targets are achieved.
  16. Participate in the recruitment, training, and coaching of department staff, identify, and select the best candidates, inspire, motivate, and empower staff to function as a team.
  17. Assure that employees adhere to safety and security rules and regulations, and that they are effectively trained in routine and emergency procedures.
  18. Represent MEC at petroleum related meetings and gatherings.
  19. Assist Human Resource Department with preparation and maintenance of a succession plan for the PD and assist with its implementation.
  20. Develop and implement PD and Shipping Asset Maintenance system plans through sustained budget and implementation.
  21. Plan and implement periodic operational integrity and inventory audits of entire PD and shipping to ensure compliance.
  22. Develop and maintain Audit assessment gaps register to support PD take up corrective actions and include as part of PD KPI reporting.
  23. Develop and carry out mandatory HSSE emergency response exercises to develop PD personnel to test PD emergency response preparedness capabilities within MEC and external authorities.
  24. Maintain waste oil propagation, storage and disposal performance records for PD and include in KPI performance.

QUALIFICATION REQUIREMENTS

EDUCATION:

Bachelor’s degree in engineering or engineering related filed from a four-year college or university is required, master’s degree is preferred.

EXPERIENCE:

10 years of professional work experience, including five years in management/supervisory responsibilities, with technical and practical experience related to petroleum is required.
