SUMMARY:

The Human Resource Manager will play a pivotal role in leading and directing the core functions of the Human Resources (HR) department. This includes overseeing various aspects such as recruitment, talent management, employee relations, compliance, and organizational development. The incumbent will ensure the effective implementation of HR strategies and policies to support the company’s overall objectives and foster a positive work environment.

KEY DUTIES and RESPONSIBILITIES

1. Oversees the administration of human resource programs including, but not limited to, compensation, benefits, and leave; disciplinary matters; disputes and investigations; performance and talent management; productivity, recognition, and morale; occupational health and safety; and training and development.
2. Identify organizational staffing needs, develop robust recruitment strategies, and execute talent acquisition processes to attract and retain top talent.
3. Conduct thorough research and analysis of organizational trends, including review of reports and metrics from the organization’s human resource information system (HRIS).
4. Oversee the management of the company’s pension program, making sure that it is competitive and operates in line with company objectives and legal requirements.
5. Maintain meticulous personnel records, ensuring all employee data is secured and handled in compliance with privacy and confidentiality standards.
6. Direct the company’s group life insurance programs and workers’ compensation policies, ensuring appropriate coverage is maintained and that the company meets all regulatory and legal obligations.
7. Verify the accuracy and validity of hours worked submitted by staff members for payroll purposes to ensure accurate compensation.
8. Manage payroll functions, including the oversight of accurate payroll processing, tax withholding, benefits deductions, and ensuring compliance with financial and tax regulations.
9. Conduct and report analysis on various HR-related metrics and make recommendations for improvement.
10. Ensure compliance with national and local employment laws and regulations of the Republic of the Marshall Islands; ensure timely filing of required documentation and ensure timely filing for refund of security bonds; proactively reviewing and modifying policies as needed to align with legal requirements.
11. Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law; applies this knowledge to communicate changes in policy, practice, and resources to upper management.
12. Develop and manage the departmental budget, allocating resources effectively to support HR initiatives and projects.
13. Facilitate professional development and training programs for HR staff to enhance their skills and capabilities.
14. Oversee the daily operations of the HR department, providing guidance and support to team members as needed.
15. Conduct performance evaluations, provide constructive feedback, and manage employee discipline and termination processes in adherence to company policies.
16. Perform other related duties as assigned.

QUALIFICATION REQUIREMENTS

EDUCATION:

Bachelor’s degree in Human Resources, Business Administration, or a related field is advantageous.

EXPERIENCE:

Minimum of three years of experience in human resource management, with a proven track record of success, is required.

SKILLS:

1. In-depth knowledge of managing pension plans and employee benefits.
2. Expertise in personnel records management and payroll administration.
3. Proficient in overseeing insurance policies and workers’ compensation claims.
4. Ability to interpret, advise on, and apply HR and employment law.
5. Exceptional verbal and written communication skills, with the ability to effectively convey complex information.
6. Strong interpersonal skills, negotiation abilities, and conflict resolution expertise to navigate diverse employee interactions.
7. Outstanding organizational skills, attention to detail, and the ability to manage multiple priorities concurrently.
8. Proficient analytical and problem-solving capabilities, with a strategic mindset to drive HR initiatives.
9. Thorough understanding of employment laws and regulations, with the ability to interpret and apply them appropriately.
10. Proficiency in Microsoft Office Suite or related software, along with the capability to adapt to HRIS and talent management systems.
11. High level of integrity, professionalism, confidentiality, and discretion when handling sensitive information.
