Overall Responsibilities

The overall responsibility of the Compliance & Revenue Protection Specialist is to focus on the decrease in commercial losses related to improper metering, electricity theft offences and other losses, increase collection of reclaimed losses, review and assess billing and collection operations (including IT) and providing recommendations for improvement, and ensure compliance with laws and policies.

Key Duties

  1. Perform duties in accordance with the legislation in force in Republic of Marshall Islands (RMI), orders, internal rules, and directives of the MEC, and guidelines and recommendations provided by management.
  2. Organize RPU inspection of commercial customers, inspect the quality and quantity of work performed by RPU unit.
  3. Protect the interests of MEC and take corrective actions to reduce commercial losses, improper metering, employee misconduct, corruption, and other issues that impact directly or indirectly MEC’s commercial losses.
  4. Ensure that safety guidelines are consistently administered in compliance with MEC policies and government regulations, to prevent electricity related accidents to employees and customers.
  5. Conduct analysis of energy balance and energy flows in MEC. Analyze customer readings and billing, to include readings of bulk or balance meters, localize losses and follow up with inspections in MEC’s service territory to pinpoint losses.
  6. Improve efficiency for discovering internal and external facts of electricity theft and unauthorized use in Majuro.
  7. Visit and inspect customer metering points, including government, commercial, and residential customers.
  8. Organize and conduct inspections during and after regular working hours, including evening and night inspections.
  9. Perform duties with efficiency and respect, ensuring good behavior towards customers and MEC employees.
  10. Investigate cases of misconduct/ corruption or other engagement of MEC employees in theft of electricity or related illegal or unethical activities.
  11. Identify areas of loss and the potential risk of loss within all customer segments/departments in Majuro and recommend mitigation measures.
  12. Document facts related to electricity theft/embezzlement, unauthorized connections to the network, installations exceeding envisaged capacity given the terms and technical condition, and other types of violations.
  13. Prepare daily reports about all inspected customers, report findings related to irregularities, illegal connections, and other violations, and collect evidence with photos. Ensure that visited customers with violations are regularized and properly connected to the network, and all illegal consumers are disconnected from the network and reported to law enforcement, if applicable.
  14. Report cases of misconduct/corruption or any other engagement of MEC personnel in the energy theft or other illegal activities to the CEO on daily bases.
  15. Identify, investigate, and report cases of intentional and/or unintentional metering or human errors.
  16. Participate in management meetings to learn about issues and concern related to unauthorized use of energy by any and all customers.
  17. Reconcile reports with documents received from RPU unit, calculate economic damage caused due to commercial losses, prepare reports, and submit to CEO.
  18. Prepare monthly reports with all reclaimed losses in kilowatt-hours and dollars ($), based on feedback received from RPU team.
  19. Prepare files for energy theft cases with all related evidence and provide to CEO (or Police if applicable), and a copy to legal office, for further prosecution.
  20. Prepare and submit weekly reports to the CEO regarding all inspected customers and findings.
  21. Ensure that all energy theft cases are completed properly with required documentation, photos, reclaim losses forms, etc., and are reported to CEO, MEC legal, and Police, if applicable.
  22. Have read only access to the data bases related to MEC operations and customers.
  23. Provide regular reports to the CEO on the performance of RPU against the plan.
  24. Ensure proper maintenance of confidential documents and determine levels of access to confidential information.
  25. Develop and update RPU manual to include policies and procedures related to revenue protection. Conduct workshops and training for department employees.
  26. Perform other related duties as assigned

  1. Works closely with chef executive officer (CEO)

Personal Qualifications

  1. Post high school education or bachelor’s degree from a four-year college or university is preferred.
  2. Minimum 4 years of professional work experience, , is required. Law enforcement experience, including in police, military, or other law enforcement discipline, along with investigation experience is preferred.
  3. Demonstrated leadership and interpersonal skills. Ability to work in a team environment, considering diversity and personality differences.
  4. General knowledge of business management principles.
  5. Ability to solve practical problems and deal with unexpected opportunities and challenges.
  6. Good oral and written communication skills in English and the ability to prepare and present concise reports and make presentations.
  7. Demonstrated ability to lead or manage activities.
  8. Ability to work under pressure and meet deadlines.
  9. Demonstrated ability to identify and resolve problems, including the ability to identify opportunities to improve systems and processes.
  10. Ability to interact with diverse people and manage complex situations.
  11. Effectively manage own time.
  12. Proficient with MS Office package (Word, Excel, PowerPoint, Project).
