Assignment Title: Project Manager – REGAIN and SEDeP

The Government of the Republic of Marshall Islands has received financing from the World Bank toward the cost of the Renewable Energy Generation and Access INcrease Project (REGAIN) and the Sustainable Energy Development Project (SEDeP) and intends to apply part of the proceeds for consulting services.
Position Summary:
The Project Manager will perform all daily management tasks for the PIU and be responsible for the overall implementation and delivery of both the REGAIN Project components and the completion of remaining SEDeP activities before the grant closing date of October 31, 2025.
Scope of Work:
The Project Manager’s responsibilities include:
- Dual Project Management: Managing both the closing phase of SEDeP and the implementation of REGAIN, ensuring smooth transition between projects
- Technical Leadership: Providing technical leadership on the installation of 6.6 MW of distributed, grid-connected solar PV with battery energy storage systems in Majuro and Ebeye
- Distribution Network Upgrades: Overseeing upgrades in Majuro and Ebeye
- Outer Island Electrification: Managing mini-grid projects in Arno, Jaluit, Wotje, Rongrong, and potentially Kili Island
- Procurement Management: Preparing and executing procurement activities in accordance with World Bank regulations
- Safeguards Compliance: Ensuring implementation of environmental and social management plans
- Stakeholder Coordination: Liaising with MEC, NEO, KAJUR, DIDA, and other relevant stakeholders
- On-Site Presence: Maintaining physical presence in RMI for a minimum of 75% of contract duration, including visits to outer islands
Minimum Requirements:
- Advanced university degree in power sector engineering, renewable energy, electrical engineering, or directly related fields
- At least 10 years of electricity sector experience with specific experience in implementing renewable energy projects, particularly solar PV with battery storage systems
- Proven track record in successfully managing and completing complex energy infrastructure projects of similar scope and scale (minimum 3 MW capacity renewable energy installations)
- Direct experience in solar PV with battery storage system design, installation, and grid integration
- Demonstrated experience in successfully completing complex energy infrastructure projects in Pacific Island Countries, small island states, or similar challenging environments
- Project implementation and management experience including: recruitment, supervision, and monitoring performance of technical consultants and contractors in infrastructure projects
Desirable Qualifications:
- Experience working with development partners such as WB, ADB, JICA, EU/EIB
- Experience with contract management according to FIDIC principles
- Knowledge of electricity sector issues in small islands
- Excellent communication and report writing skills
- Strong leadership and team management capabilities
Selection Process:
A Consultant will be selected in accordance with the “Individual Consultant Selection” method set out in the World Bank’s Procurement Regulations for IPF Borrowers (dated February 2025).
