VESSEL MASTER

PURPOSE:

To manage the functions of MEC vessel MV MERAM in forward planning and maintenance of petroleum facilities, timely and in a safe manner, at optimum cost, with efficient use of available resources and meeting customer satisfaction.

 RESPONSIBLE FOR:

Responsible to the Ship Manager for normal operational matters, he is responsible for reporting directly to the Ship Manager on items of safety and pollution prevention.

 

DIMENSION, PRINCIPAL ACCOUNTABILITIES:

The Master’s overall responsibilities include: The safety of his crew and the safe operation of his vessel while at the same time responsible for protecting the Company’s commercial interests. He has the overriding authority and responsibility to make decisions with respect to safety of the vessel, safety of the crew and protection of the environment.

Implementing the Safety and Environmental Protection Policy of the Company.

  • To ensure all officers and crew read, understand, and comply the SMS of the company.
  • To give Standing Orders with regards to SMS
  • Motivating the crew in the observance of that policy.
  • To ensure that constant meeting is hold regularly to discuss SMS matters.
  • To ensure that identified training needs by officers and crews are immediately brought to the attention of the DPA/Ship Manager.
  • Issuing appropriate orders in a clear and simple manner
  • Ensure to always maintain healthy crew policy and standards.
  • Verifying that all specified Company rules and regulations are observed.
  • To ensure all memos received from companies are discussed during meeting and implementation is strictly observed.
  • Maintain fuel responsibility of fuel freight operating and maintenance standards
  • To ensure safe and proficient handling of all petroleum products from loading port, during voyage, discharge, and ROB.
  • Ensure that all petroleum products movements reports, and cargo manifest and ullage reports are maintained all times.
  • Ensure all pollution matters is prevented and controlled.
  • Responsible at all times of all vessel personnel training and certifications to their responsible roles.
  • Reviewing the Company’s Safety Management System.

 

To report immediately to DPA/Ship Manager any deficiency found in the SMS and gives some recommendation for the improvement of the same.

It is the Master’s duty to ensure that health and safety programmes are in place to minimize risks to employees, the vessel, the environment and the cargo and report non-conformities to the Company.  The Master must take immediate corrective actions to any non-Conformity raised to his vessel and report the completion to DPA/Ship Manager soonest.

N.B. This manual does not in any way detract from the authority and responsibility of the Master.  Being the prime authority on the vessel, he is responsible to the Company for the safe and efficient operation of the vessel.  Standing orders issued by the Master may augment and complement the ‘Shipboard Procedure Manual’, but cannot in any way conflict with it.  He must ensure that all flag state, international, local, and classification society rules, laws and regulations are adhered to. He is to maintain effective communications and working relationships between vessel’s staff, the Owners and all others having a proper interest in the business.

DECISION MAKING:

Determine the right action to take with people, asset, environment and MEC and vessel reputation always.

Determine the right action to take to stop people, use of asset and to follow safety procedures

QUALIFICATIONS REQUIRED:

  • Preferably a minimum Master Vessel Class 2
  • Experience in the RMI or of the Pacific Islands Ocean going trade
  • Minimum 10 years’ experience in vessel safety, Operations, and Maintenance
  • Proven Track Record on Managing Vessel/Tanker Management.
  • Training /Coaching of staff
  • Certified in Ships Asset Management System
  • Certified or experience in fuel handling
  • SOLAS and MARPOL experience
  • Certified or experience in handling fuel and Product Quality procedures
  • Be able to respond to any emergency related to vessel operations, including life of person, safety, and oil pollution
