The Government of the Republic of Marshall Islands has received financing from the World Bank toward the cost of the Renewable Energy Generation and Assess INcrease Project (REGAIN) (P181250) and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include the Environmental & Social Officer to assist MEC to achieve the ambitious climate change and renewable energy goals of GRMI, particularly through supporting the implementation of the Renewable Energy Generation and Assess INcrease Project (REGAIN) (P181250) and its subsequent phases funded by WB.

To support the preparation and implementation of the REGAIN project, MEC is strengthening its capacity in core cross cutting functions including financial management, environmental and social risk management, and procurement. To this end the MEC is seeking to engage an Environmental and Social Officer to work with MEC.

The REGAIN PIU requires a dedicated Environmental and Social (E&S) Officer to support the implementation of environmental and social requirements specified in the project Environmental and Social Management Plan (ESMP), Environmental and Social Commitment Plan (ESCP) and other E&S instruments, including the Stakeholder Engagement Plan (SEP) and Labor Management Procedure (LMP). The PIU E&S Risk Management will work closely with MEC and PIU staff, and for all activities relating to compliance with E&S instruments and will work under the technical supervision of the CIU Safeguards (International) team. The REGAIN Project Manager will have overall responsibility for the position. The PIU E&S Officer shall report to the REGAIN Project Manager, under technical guidance and supervision of the E&S Specialists (international) working under CIU.

The Marshalls Energy Company (MEC) now invites eligible individuals (“Consultants”) to indicate their interest in providing the services.   Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (attach curriculum vitae with description of experience in similar assignments, similar conditions, etc.).

The criteria for selecting the consultant are:

Evaluation Criteria

CVs of all applicants will be evaluated as follows: all CVs will be scrutinized against the assignment’s minimum requirements. The CVs of candidates that meet the minimum requirements will then be scored according to the set scoring criteria. The three candidates with the highest scores will be invited to an interview. The candidate then identified by the interview panel as the most suitable will be invited to negotiate the contract. Referees of the selected candidate may be contacted to verify prior experience, performance, and character traits.

Minimum Requirements

  1. Bachelor or associate degree in Environment / or Social Sciences or related fields or equivalent
  2. Demonstrate at least 3 years of work experience in Environment & Social Risk management
  3. Oral and written communication skills in the substantive and technical areas described in the Scope of Services – Section 4.
  4. Sound knowledge of environmental legislation, regulatory and institutional arrangements in RMI
  5. Good writing and analytical skills and capability of working Fluency in written and spoken Marshallese and English is required
  6. Excellent communication skills.
  7. A high level of computer literacy is required with familiarity in Word, Excel and
  8. The successful individual must be willing to work for extended periods without direct supervision and be able to travel to sub-project sites.

Desired

  • Master’s degree in relevant field or at least 4 years of working experience in relevant field
  • Prior work experience in Environmental & Social Risk Management following the Government of RMI and World Bank Process for WB funded projects, or similar experience with other donor agencies.
  • Training in Environmental & Social Risk Management Sector from a development agency or similar
  • Demonstrated ability to work under pressure and pay attention to detail.
  • Ability to learn quickly.
  • Organized and detail-oriented person.
