Assignment Title: PIU Purchase Officer – Individual Consultant

The Government of the Republic of Marshall Islands has received financing from the World Bank toward the cost of the Renewable Energy Generation and Assess INcrease Project (REGAIN) (P181250) and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include the Purchase Officer to assist MEC to achieve the ambitious climate change and renewable energy goals of GRMI, particularly through supporting the implementation of the Renewable Energy Generation and Assess INcrease Project (REGAIN) (P181250) and its subsequent phases funded by WB.
The REGAIN PIU requires a dedicated Procurement Officer to support the implementation of procurement requirements specified in the Project Appraisal Document (PAD), the Project Implementation Manual (POM) and other procurement instruments. The PIU procurement officer will work closely with MEC and PIU staff, and for all activities relating to compliance with WB Procurement Regulations September 2023, the provisions of the Legal/Financing Agreements, and the National Government laws and regulations. The PIU Procurement Officer shall report to the REGAIN Project Manager.
During the implementation of REGAIN project, The PIU Procurement Officer will assist the Project Manager for:
- Providing procurement oversight
- Supporting and advising the PIU on how to address procurement issues at all stages
- Ensuring the implementation of WB procurement guidelines for all activities
- Preparing documents such as TOR, RFP, RFQ, and other bid documents in consultation with stakeholders and assisting with any additional studies if necessary.
The duty location will be MEC Office, Majuro, Marshall Islands. The duration will be full-time, 24 months subject to extension.
The Marshalls Energy Company (MEC) now invites eligible individuals (“Consultants”) to indicate their interest in providing the services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (attach curriculum vitae with description of experience in similar assignments, similar conditions, etc.)

Evaluation Criteria
CVs of all applicants will be evaluated as follows: all CVs will be scrutinized against the assignment’s minimum requirements. The CVs of candidates that meet the minimum requirements will then be scored according to the set scoring criteria. The three candidates with the highest scores will be invited to an interview. The candidate then identified by the interview panel as the most suitable will be invited to negotiate the contract. Referees of the selected candidate may be contacted to verify prior experience, performance, and character traits.
Minimum Requirements
- Bachelor’s degree from a recognized institution in procurement, engineering, Project management, Business Administration or equivalent.
- Minimum of four (3) years relevant experience.
- Experience working in a team environment.
- Fluency in written and spoken both English .
- Competency in the use of computer applications, especially MS Office and Excel.
- Experience working for donor funded projects like ADB, World Bank, UN Agencies would be an added advantage
Additional Desirable Requirements:
- Demonstrated ability to work under pressure and pay attention to detail.
- Ability to learn quickly.
- Organized and detail-oriented person.
- Good communication skills.
Prior work experience in Procurement following Government of RMI Procurement Process and World Bank Procurement Process
Scoring Criteria
Candidate evaluations will be conducted based on the outlined criteria via:
