Assignment Title: PIU Assistant Project Manager – Individual Consultant

The Government of the Republic of Marshall Islands has received financing from the World Bank toward the cost of the Renewable Energy Generation and Assess INcrease Project (REGAIN) (P181250) and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include the Assistant Project Manager to assist MEC to achieve the ambitious climate change and renewable energy goals of GRMI, particularly through supporting the implementation of the Renewable Energy Generation and Assess INcrease Project (REGAIN) (P181250) and its subsequent phases funded by WB.
The REGAIN PIU requires an Assistant Project Manager to support the implementation of the REGAIN project as specified in the Project Appraisal Document (PAD), the Project Implementation Manual (PIM) and other project documents and instruments. The Assistant Project Manager will work closely with MEC and PIU staff, and for all activities relating to compliance with WB Guidelines and instruments/Regulations, the provisions of the Legal/Financing Agreements, and the National Government laws and regulations.
During the implementation of REGAIN project, The Assistant Project Manager will perform all daily management tasks including implementation, delivery, monitoring, liaison and coordination support for the PIU of the Project under the guidance of the SEDeP Project Manager.
The Assistant Project Manager will be responsible for:
- Providing assistance in implementation
- Supporting and advising the PIU on how to address implementation issues at all stages
- Ensuring the implementation of WB guidelines for all activities
- Preparing documents in consultation with stakeholders and assisting with any additional studies if necessary.
The Marshalls Energy Company (MEC) now invites eligible individuals (“Consultants”) to indicate their interest in providing the services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (attach curriculum vitae with description of experience in similar assignments, similar conditions, etc.).
The criteria for selecting the consultant are:
Evaluation Criteria
CVs of all applicants will be evaluated as follows: all CVs will be scrutinized against the assignment’s minimum requirements. The CVs of candidates that meet the minimum requirements will then be scored according to the set scoring criteria. The three candidates with the highest scores will be invited to an interview. The candidate then identified by the interview panel as the most suitable will be invited to negotiate the contract. Referees of the selected candidate may be contacted to verify prior experience, performance, and character traits.
Minimum Requirements
- Bachelor’s’ degree in engineering or Associate/Diploma in a technical field (electricity, mechanical, civil works) with additional 5 years of experience in implementing projects may be considered.
- Minimum of 5-year experience relevant to project management and/or Administration;
- Experience related to supervision of works or installation acquired within a contractor company or a consulting firm, or a power utility, or an entity that manages infrastructure projects.
- Oral and written communication skills in the substantive and technical areas described in the Scope of Services – Section 4.
- Good writing and analytical skills and capability of working Fluency in written and spoken English is required
- A high level of computer literacy is required with familiarity in Word, Excel and
- The successful individual must be willing to work for extended periods without direct supervision and be able to travel to sub-project sites.
- Demonstrated ability to work in a job that requires attention to detail and methodical record-keeping;
- Ability to establish and maintain effective working relationships with employees, other departments, vendors and the public;
